Job Description:

SUMMARY:
The Project Support Services (PSS) Manager is responsible to provide program wide project support services to Cal Water's Capital Delivery Engineering team whose primary function it is to provide engineering services, design, and safe delivery of high-quality capital projects on scope, schedule, and budget. These programmatic services include providing full-service project support in the areas of project bidding, contracts and procurements, vendor management, construction project management and quality assurance, project reporting, property acquisition and project permitting. The Project Support Services manager is also responsible to lead overall process/procedure standardization and documentation for the group including working with other Capital Delivery management to develop, maintain, innovate, and train on such processes and procedures including leading the overall rollout, change management and follow-up to ensure adoption. This manager works with the Program Controls/ MSPO Specialist in the capital planning budgeting team to support project controls overall and reporting in Cal Water's Project Management System (MSPO) including process, reporting, and standards development and support, and to conduct various analysis to support project planning and improved performance. This manager supervises a team of internal administrators, technicians, construction program and project managers (currently 6) and outside consultants, as needed, to effectively provide programmatic support. The position reports to the Chief Engineer and Director of Capital Delivery and is located in Chico, California.

ESSENTIAL FUNCTIONS:

  • Manages staff (initially 4 direct reports), including prioritizing and assigning work, conducting performance evaluations, overseeing training and development, and making hiring, termination, and disciplinary recommendations.

  • Develops, monitors and measures quality and production metrics to track its team's support level-of-service and performance in all areas.

  • Continually assesses team workload versus capacity to ensure service and timely support services completion and recommends alternative approaches as needed to achieve goals.

  • Leads the development of processes, procedures, tools, templates, workflows, and systems for economic, efficient, and consistent procurement of goods and services and construction phase project support for Capital Delivery projects.

  • Maintains, develops, improves, and documents overall Capital Delivery process and procedures, tools, templates, flowcharts, and standards working with other Capital Delivery Managers.

  • Leads overall change management associated with process and procedure improvements including coordinating training for department engineers with Capital Delivery Managers support.

  • Leads the overall organization and upkeep of the department's process and procedures documentation including the Project Delivery Manual, documentation on its network drive (Civil Design folder), etc.

  • Serves as librarian for technical specifications library to include maintaining version control, tracking lessons learned and comment rollback from stakeholders, working with lead technical writers to manage updates, and managing library access rights.

  • Owns Capital Delivery SharePoint site including site content development and maintenance working with IT department.

  • Working with the Procurement Department ensures a healthy vendor pool and leads onboarding of new vendors, supports performance management of existing vendors and continued development of diverse vendor pool (overall vendor management).

  • Identifies contract needs and coordinates development with Cal Water internal legal department.

  • Leads project completion lessons learned assessments and lessons rollback to processes, procedures, and tools.

  • Leads overall Capital delivery performance feedback from stakeholders and generates recommended actions for improvement.

  • With the support of internal or external program managers, oversees, tracks, reports on property and permit activities for projects and supports in arising issues and risks. Develops outsourced support for proactive management activities in these areas.

  • Works with Capital Planning to support project controls overall and reporting in Cal Waters Project Management System (MSPO) including process, reporting, and standards development and support, and to conduct various analysis to support project planning and improved performance.

  • Leads a programmatic assignments and resourcing of Capital Delivery project using project management system (MSPO) working with Capital Delivery Managers and the Program Controls / MSPO Specialist

  • Working with planning, leads the project prioritization approach for Capital Delivery's program.

  • Assesses additional role specialization or programmatic support approaches that can be employed to maximize project delivery effectiveness and efficiency.

  • Supports programmatic project change management processes (CPMC), develops new approaches on behalf of delivery teams working with planning.

  • Develops and executes a project management process and procedure quality assurance and control program to ensure accuracy and compliance with expectations for Capital Delivery work product.

  • Works directly with Chief Engineer and Design Center Manager to support the Technical Standards Advisory Committee in the development, review, and innovation of company-wide technical standards.

  • Assists in the development of long-range vision, mission, and strategic planning for the Project Support Services team and Capital Delivery group.

  • Develops and administers project management related process and procedure expectations and ongoing training to team including onboarding training.

  • Provides expertise/assistance to reporting staff including supporting all other on Capital delivery engineers on project management related processes, as needed.

  • Provides recommendations for improvement to engineering and business processes within the department and the Company.

  • Provides supervisory oversight of engineering staff in the Chico office that work remote from their direct line manager/supervisor.

  • Participates in and supports the Company's Continuous Improvement program and projects.

  • Performs other similar duties as assigned.

MINIMUMQUALIFICATIONS:

  • Bachelor's degree in Engineering or related field.

  • Minimum five years of progressive engineering experience in water utility engineering, design, or project management.

  • Experience with program management and reporting desirable.

  • Experience in process design mapping and change management desirable.

  • Supervisory/management experience desirable.

  • Masters degree in Civil, Environmental Engineering, or related field desirable.

  • California Professional Engineering License in Civil Engineering desirable.

  • Project Management Professional (PMI) certifications desirable.

  • Water Distribution and Water Treatment Operator Certifications desirable.

  • Valid California Driver License.

Required Knowledge, Skills, and Abilities:

  • Knowledge of supervisory principles, practices, and techniques.

  • knowledge of water system engineering, operations, and maintenance.

  • Advanced knowledge and understanding of project management and project delivery processes and procedures.

  • Advanced knowledge in Microsoft Office Suite of products, Outlook, Excel, Word, Visio, Microsoft Project online (MSPO), SharePoint, Smartsheet's, Peoplesoft, PowerPlan, Bonfire, Avetta and PowerApps (or other workflow system).

  • Knowledge and understanding of the PUC rate case process and financial principles, including familiarity with the PUC Uniform System of Accounts.

  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

  • Ability to make decisions and strive for consensus with other engineering managers and district staff.

  • Ability to communicate well, both verbally and in writing, with all levels of employees and management

  • Ability to understand and write policies, procedures, and instructions.

  • Ability to communicate and maintain effective working relationships with outside contractors, vendors, consultants, regulators, and staff in districts, departments, and engineering.

  • Ability to write clear and concise general and technical reports.

  • Demonstrated trouble shooting and problem-solving skills.

Salary Range: $99,000 - $182,400
